The education: Fondation of our destiny
In the name of transparency the new governors, making the most of a record
transition period of nine years, have not stopped deluging the Rwandans and the
international community with chatter and confused and incoherent reports which
merely result in rendering opaque discriminatory practices and revealing to the
public eye serious insufficiencies in the management of public affairs. We are
Rwandan, but we do not all enjoy the same chances.
So what to do? A change of policy seems to be necessary. It cannot be otherwise.
It makes itself obligatory.
In similar conditions the repeated calls to solidarity and national cohesion can
have no mobilising effect, given the huge frustration of the numerous victims of
exclusion and marginalisation. Rwandans from all levels of the administration
wish to take part in the management of their country, but not at all costs and
above all they do not want to be pawns, “yes men”, or instruments of power.
Confronted with all these difficulties it is time to move to political action,
to enthuse the Rwandan people with a new hope. We must re-establish in full
their legitimacy, their primacy and their sovereignty
for development of our country, Rwanda.
The development of the country is the formula by which we are going to construct
the knowledge to all levels, to progress in our understanding of the outside
world and to begin to solve the complex problems that arise to the Rwandan
society today. It is the path toward a backing of our health in social economy,
and the elevation of our standard of living damaged by the successive
dictatorships in these last years.
While leaving there from the example of the development of the country and the
economic raise, the teaching and the education helping, the Forum on the Rwandan
standard of living could entail the whole country in this direction, encouraging
briskly the setting up of a " development of the systematic pays " for the whole
country. The challenge that the definition of this gait represents would be,
first, to create an environment that encourages the innovation in our country,
then to finalize of the adequate tools of measure so that we can value and can
compare our progress concerning innovation.
The strategy founds on a more massive investment in the universities will serve
precursor and backing first of our development and the innovation in the
different Prefectures (districts), but also the contribution of other
advantages:

to confer some diplomas to a bigger number of really qualified people,
-
to increase the capacities of research, innovation and national development,
-to encourage the transmission of the knowledge to the Rwandese society through
the intermediary of research academic, their applications, so that to activate
a culture of the innovation.
The approach of the excellence, the merit and the innovation by the partnership
with other universities, higher education, the transmission of the knowledge and
the formation of highly qualified people, is a means to raise the challenge of
the development of Rwanda. It is in the Rwandan community
that
students and researchers participating in the cooperative programs of teaching
will find work and will contribute to the regional and national economy. The
collaboration between the university and the regional partners will be
encouraged. The change and a scientific contribution culture will widen the
range of the innovation, of the creativeness. If we work to the backing of
platforms of
Districts
and
national creativeness while investing in our schools and universities, we will
help our regions to become platforms of development and we will reinforce our
national economy.
The investment in the universities, in the teaching and the training, and in
research
and the development is a direct way to improve the Rwandan standard of living.
An education of quality of the kindergarten to the university will improve the
standard of living of a Rwandan at a time. But, in the same time, research and
the transmission of the knowledge done by the university in partnership with the
public administration, the enterprises and the industry will allow the
researchers to widen their work and to contribute more efficiently to the
program of development of Rwanda.
In each of our prefectures, we should motivate all educational, commercial,
industrial institutions,..., that encourage the innovation and the creativeness.
By there same, we will construct some communities more civic and more
prosperous, so
to improuve
development
a
better Rwanda.
We "should promote, to all levels, a new dynamics of
education to the citizenship, centered on the respect of the human dignity, with
the efficient exemption from payment of the primary education, and proceed to
the considerable growth of the strengths, and a considerable expansion of the
number of professors, to the levels secondary and superior. "
Before the
problems of poverty of the population, next to other constraints of lack of
liberty, of abusive confinement, of injustice social et other violations of the
human rights, we cannot remain indifferent, since the role of the education
remains capital to leave once for all of this infernal
cycle of "unjustified misfortunes".
We cannot accept
that Rwandan be characterized inappropriately or subjective concepts as the
divisionism either pretext. It is easy to accuse ex cathedra someone of
divisionism. The only manner to make disappear it is to banish the exclusions
and the injustices that are denounced continually by the human rights,
organizations while encouraging the education, in order to
eradicate illiteracy in our country.
